One of the most common questions we hear: "Do I really need approval for this?" In Dubai the answer is often yes — and skipping it can lead to fines, stopped works or problems when you sell.
Who issues renovation approvals?
Depending on where your property is, approvals may involve:
- Your master developer or community (for example Emaar, Nakheel, Dubai Properties, Damac) — usually a modification NOC.
- Your building management or owners' association — for apartments, covering working hours, lifts and debris.
- Authorities such as Dubai Municipality, Dubai Civil Defence, DEWA, or Trakhees in some areas — for structural, MEP or commercial works.
Works that usually need approval
- Removing or adding walls and partitions
- Kitchen and bathroom layout changes
- Extensions, pergolas and external changes
- Electrical and AC changes
- Commercial fit-outs of any size
Works that often don't (but check)
Painting, like-for-like fixture replacement and minor repairs typically don't need a NOC, though buildings may still require a work permit for contractors to access the property.
What you'll need
Usually: title deed or tenancy contract, owner consent, contractor trade licence, scope description and drawings for layout or structural changes, and sometimes a refundable deposit.
How we help
We prepare drawings, fill in applications and coordinate with the community and authorities as part of our renovation and fit-out projects. Requirements change, so always confirm the latest rules for your specific community.
